An extremely stupid person, who tends to do extremely stupid things.

A person who is low-witted or stupid
To be extremely stupid; not to be alert
The phrase was derived from the USA in the 1960s. The earliest record of it was found in David Maccuish's novel Do not go Gentle, 1960:
