To make something, usually a material, harder by using another thing.
Tempering the steel with high heat to make it hardened is common knowledge.
To transform something into the desired physical state by combining it with something else.
A: "Please help me, I need to make the paint water resistant but I don't know how." B: "That's easy. You just have to temper it with oil."
To use another thing to lessen something's intensity.
I tried to temper her job loss with a gift, but it didn't seem to work out.
