Rock to (something) slang verb phrase
Used to describe someone dancing, swaying, or singing excitedly to some music, especially rock.
He may look like a quiet person, but you gotta see him rocking to "It's my life". He would turn out a different person.
One of my favorite things is to rock to DC in the car.
To gently move someone back and forth to help them fall into sleep.

2. To oscillate between two opposed viewpoints, opinions, inclinations, etc.
To swing, tilt, or shake from side to side.
Mostly used in the present tense.
Used to to emphasize that attention is paid to the individuals who complain or cause problems
